Candidates announce plans to increase transparency in state government

Classes have been canceled for the day at Kettering University as officials investigate racist graffiti at a residence hall at the Michigan school. The Flint Journal reports letters sent to staff, faculty, and students note at least two recent cases of racist and profane graffiti at Thompson Hall on the school's Flint campus. The school says the graffiti reported Thursday and Sunday was immediately removed. Classes were canceled Tuesday.

Governor Rick Snyder on Monday made disaster declarations for Grand Rapids and Lansing as well as  17 Michigan counties after being hit hard by recent flooding from heavy rain and melting snow.

Governor Snyder issued this statement:

“Protecting the public health and safety of our residents is our top priority. This disaster declaration will provide state assistance to help our communities continue their recovery.”     

Police say a body recovered from the Grand River in Lansing is that of a missing kayaker. Police identified the body Monday as that of 24-year-old Devon Christmas of Bath.

They say the medical examiner has ruled the death a drowning. The submerged body was located Saturday morning.

Christmas fell into the water Feb. 27 near the Brenke Fish Ladder in Lansing.

Authorities have identified a woman whose body was found in a Grand Rapids alley. Grand Rapids police say medical examiners have identified the woman as 26-year-old Hillary Ann Schihl of Grand Rapids.

Police say an autopsy Monday found no signs of trauma on the body but the cause and manner of death cannot be determined until toxicology results are completed.

Officers found the body around 8 a.m. Sunday.


Michigan says more than one-fifth of local governments have an underfunded pension plan, retirement health care plan or both.
     The Treasury Department on Monday issued the results of an initial round of reporting required under a new law. More than 110 out of 490 locals units of government that responded will undergo further review. The tally will grow once local governments with fiscal years ending later report in coming months.
