The Detroit Free Press reports Wednesday that a design change was needed for installation in rooms at the John D. Dingell VA Medical Center and that would have cost more. The Veterans Affairs Office of Inspector General report says the televisions and accessories were bought 2 1/2 years ago, but most remained in boxes and warranties have expired.
