Central Michigan University is extending in-state tuition rates to students from across the country. The move this week by the Mount Pleasant school's Board of Trustees applies to undergraduate, graduate and doctoral rates for all U.S. residents.

The university says it will increase its ability to recruit beyond state borders, mirroring its single-rate approach for online and satellite-location programs.

Central Michigan University plans to cut 30 vacant staff positions and lay off about 24 staff members amid efforts to balance its budget.

The Morning Sun of Mount Pleasant reports the update comes as university administrators finalize a balanced fiscal year 2018 budget.

Barry Wilkes, the school's vice president of finance and administration, told faculty and staff in an email this week that there will be 4 percent, or $20 million, in total base budget reductions.

An all-campus budget forum was scheduled for Thursday.

The reward is being increased to $10,000 for information that leads to an arrest in the death of a Central Michigan University freshman last year. Crime Stoppers of Flint and Genesee County said Monday that the increase comes at the Tuesday one-year anniversary of 17-year-old Ryan Tsatsos' death.

Tsatos was struck and killed by a hit-and-run driver near the school's Mount Pleasant campus on Nov. 1, 2015. Three new billboards are advertising the increased reward. Crime Stoppers is offering $2,500 and Tsatsos' family is offering $7,500.
